Informed by our citizens and other stakeholders, the next five-year strategic plan may render even greater positive results for Rockdale County and its community members. It is critically important that we communicate with, listen to, and proactively engage you, our great citizens, on an ongoing basis to develop and sustain a strong and resilient future for Rockdale County. Reimagine Rockdale will guide, advance, and affirm the County's continued commitment to investing substantially in its key priority areas.

Best Practices for Strategic Planning

When developing a new strategic plan, several key factors to ensure its effectiveness and alignment with the needs of the community are to be considered. Here are some important considerations:

- Mission and Vision: Clearly define the county's mission and vision statements, outlining the overall purpose, long-term goals and brand of Rockdale County.

- Community Engagement

- SWOT Analysis - Comprehensive analysis of the county's strengths, weaknesses, opportunities, and threats (SWOT).

- Data and Research

- Collaboration and Partnerships

- Resource Assessment

- Performance Metrics and Evaluation - To track progress towards the strategic goals and objectives.

- Flexibility and Adaptability - Strategic plans should be adaptable to changing circumstances and evolving community needs.

Infrastructure Planning Resource Hub

The Infrastructure Planning Resource Hub provides easier access to Rockdale County’s infrastructure information which informs economic development designs, features population growth data analysis, and considers transportation constraints, opportunities for real-time and future-focused community growth and development.

Members of the community can view reports, presentations, maps, and other infrastructure information and documentation at any time by visiting this resource hub.

STRATEGIC PLANNING PROCESS 

The strategic planning effort is a data-informed process which considers the voices, perspectives, and ideas of our community stakeholders, and partners for achieving a shared vision.  

The Reimagine Rockdale strategic plan encompasses all County functions and align with all current and ongoing comprehensive and master plans. County government will develop a strategic plan that is responsive to the needs and priorities of the community, aligned with available resources, and designed to achieve measurable outcomes.

  • Baseline current County processes and strategic goals. Seek input from residents, businesses, community organizations, and other stakeholders through surveys, town hall meetings, focus groups, or online platforms. Identify community and administration priorities, needs, and concerns. Research, analyze and follow the data.

  • Focus on the strategy’s execution with established targets, forecasts, and allocated resources.

  • Establish evaluation methods, performance indicators (KPI), and change processes. Implement communications protocols and assessment of risk.
